
MANILA — The Department of Agriculture (DA) on Friday underscored the need for faster delivery of programs as it pushes for a higher allocation under the 2026 National Expenditure Program (NEP).
Agriculture Secretary Francisco Tiu Laurel Jr. made the call during the DA’s two-day Management Committee meeting, which opened Thursday. He noted that a “slowdown” in fund obligations during the second quarter must be addressed, especially after a strong start in 2025.
“We must perform well. We cannot ask for more resources if we fail to deliver,” Tiu Laurel said.
“We need to move as one unit, sharing our talents, acknowledging our limits, and paddling in unison—just as a dragon boat crew moves to the steady rhythm of a single beat, the beat of President Ferdinand Marcos Jr.’s vision for modern, inclusive, and resilient agriculture.”
The DA is seeking a ₱176.7 billion budget for 2026, over 12 percent higher than this year’s ₱155.6 billion. The proposed increase includes ₱30 billion for the Rice Competitiveness Enhancement Fund (RCEF)—tripled from the previous ₱10 billion—and ₱43.9 billion for national programs covering rice, corn, high-value crops, organic farming, livestock, and urban agriculture.
Tiu Laurel also urged continued reforms to strengthen the country’s agriculture, fisheries, and livestock sectors.
“We’ve come a long way, but the journey ahead remains long. While we have achieved much, there is still more to be done to realize our shared goal,” he said.
The agriculture chief emphasized that the DA’s mandate remains centered on advancing food security while creating employment opportunities for millions of Filipinos.
